I guess this passes for humour on Fox News, but their viewers take everything they say that's negative about President Biden as gospel, so I could see a lot of them believing this too.
Maybe Biden should have nuked the tropical storm, as Trump suggested.

On The Big Weekend Show, Fox News host Kennedy blamed Biden for letting Hurricane Hilary into the country: “The wrath of tropical storm Hillary. 42 million desperate souls in the path of the storm which made landfall several hours ago, but they let it right into the country because it’s Biden’s America.”
Fox News host Kennedy may have been making an awful joke about immigration from Mexico, but a good number of MAGA Republican weather modification conspiracy theorists could have taken Fox News’ reporting a different way. Let’s just say the Jewish Space Laser crowd eats this stuff up.
At any rate, it’s a good thing Joe Biden didn’t take Trump’s suggestion to nuke hurricanes. The last thing we need is a radioactive hurricane on top of all the other damage.
