The absence of any real leadership by the U.S. government during this pandemic has caused thousands of needless deaths, that's clear. Obama doesn't name names, but we all know who he's talking about here.

During a virtual commencement speech for historically black colleges and universities (HBCUs) Saturday, former President Barack Obama said the coronavirus pandemic has exposed a lack of leadership in the U.S. government.
“More than anything, this pandemic has fully, finally torn back the curtain on the idea that so many of the folks in charge know what they’re doing,” Obama said, without naming specific officials.
“A lot of them aren’t even pretending to be in charge,” he added.
Obama hasn't been publicly critical of Trump, but that seems about to change now that Joe Biden is the presumptive Democratic nominee.
However, Obama reportedly called Trump’s response to the pandemic “anemic and spotty” and an “absolute chaotic disaster” in a private call last week with former staffers.
