The most blatant act appears to be the "splitting" of the Election Board majority. Under the Republican plan, Republicans get control in even (election) years, and Democrats get control in odd (non-election years). Of the Election Board!
As one commenter noted, this is the equivalent of giving the Democrats a sled on the way up, and Republicans get the sled on the way down.
