Starr: What we have learned are both political and military elements to this...The carrot and stick approach...A campaign redesign...

You watch this and please don't pound your head into the table...I get it now, it's a rewrite and not a do over...Starr does give some analysis after being questioned and admits that it's a domestic political issue--put something down on paper and give it to Congress and say---here you go. Surge on! Or in other words...propaganda...
