Iraq’s new political coalition is reluctant to release the names of its election candidates. But some surprising figures have been included—and left out. Allawi's omission,the prime minister's popular support has eroded dramatically since he took office June 30, in a deal engineered by the Americans and approved reluctantly by the U.N.
